According to excerpts from his speech published by his office, Schumer plans to say that there is no choice but to acknowledge that AI change is imminent, and that a strategy that fosters innovation is needed.

Schumer aims to highlight the potential difficulties of creating legislation for each problem that may arise with the emergence of artificial intelligence.
