Surge in Illicit Crypto Activity Among Sanctioned Nations

Recent findings from a Chainalysis report reveal a significant uptick in illicit cryptocurrency transactions within countries subjected to U.S. government sanctions. In 2024 alone, these nations, particularly Iran, accumulated nearly $16 billion in digital assets, representing approximately 39% of all illicit token transactions conducted during that year.

The report highlights that as Western sanctions become increasingly stringent, nations like Iran and Russia are increasingly relying on cryptocurrencies and alternative financial systems to sustain trade and secure capital. This trend is particularly evident in their financial dealings with trade partners such as China and India, utilizing payment mechanisms that operate outside the purview of U.S. dollar dominance.

While the use of cryptocurrency in these sanctioned jurisdictions is often associated with illicit state-controlled financing, it also serves as a crucial financial lifeline for ordinary citizens grappling with economic hardships imposed by restrictive regimes. The report underscores the dual nature of cryptocurrency in these contexts, providing both a means for state actors and a necessary resource for the general populace.

The U.S. Treasury’s Office of Foreign Assets Control (OFAC) is the governing body responsible for establishing sanctions, and in the previous year, it issued 13 sanctions that included specific crypto addresses. Although this marks a decrease from the previous year, the number remains significant. With President Donald Trump now at the helm and Scott Bessent leading the Treasury, there are anticipations that the administration may adopt a more favorable stance towards digital assets.

One notable case is that of the crypto-mixing platform Tornado Cash, which faced stringent scrutiny from U.S. authorities in 2023. Despite these challenges, the platform managed to process hundreds of millions of dollars in cryptocurrency transactions monthly during 2024, albeit not yet reaching its pre-sanction transaction levels. Services like Tornado Cash are often criticized for facilitating the laundering of stolen funds and evading sanctions, and their decentralized nature makes them difficult to dismantle, as they operate through smart contracts on blockchain technology.

The report indicates that users attempting to launder stolen assets accounted for over 24% of Tornado Cash’s total inflows in 2024, illustrating the complex relationship between illicit activities and the utilization of such platforms. Tornado Cash has emerged as a symbol of the ongoing legal battle between the cryptocurrency industry and the U.S. government regarding user privacy and the accountability of developers for their creations. A federal appeals court in the U.S. notably rejected the initial sanctions in November, adding another layer to this contentious issue.

Chainalysis has dedicated considerable attention to Iran in its latest report. The findings indicate that the Iranian government exerts substantial control over the nation’s financial framework, including its cryptocurrency infrastructure. For a growing number of Iranians, cryptocurrency has become an alternative financial system, with increasing activity on Iranian crypto exchanges suggesting that both individuals and institutions are turning to digital assets to protect their wealth and evade financial restrictions.
